CLONE - A teacher can set the maximum file size for an assignment submission

      1. Log in as a teacher, go to a course and turn editing on.
      2. Add an assignment with file submissions selected as submission type and maximum submission size set to 10KB.
      3. Log out then log in as a student and check that the message "Maximum file size: 10KB" is displayed.
      4. Try uploading a file bigger than 10KB and check that the message "The file XXX is too large. The maximum size you can upload is 10KB." is displayed.
