Blocks can be dragged to new permanent positions

Testing

1. Log in as a teacher
2. Go to course and turn editing on, verify that the move handles are present on the blocks.
3. Add all available blocks to the page and drag each one to a new position.
4. Launch a new browser tab and navigate to the course page then verify that the positions of the blocks are as per your changes.
5. Launch a new browser window and navigate to the course page then verify that the positions of the blocks are as per your changes.
