Pre-requisites:
A quiz has a time limit set to 10 minutes, an enforced delay between 1st and 2nd attempts of 5 minutes and is set to auto submit at the end.

Test Steps:
1. Student logs in and starts the quiz.
2. Student logs off.
3. 16 minutes later (after time has expired, but before cron has run) the student comes back. The quiz is now automatically submitted. With a submit timestamp of the current time.
4. Now, the student is immediately allowed to start a new attempt, because First attempt start time + time limit + delay has already passed.
