When Ajax is turned off, navigation works correctly for topic format in paged mode.

      Test Pre-requisites:

      • Disable Ajax in Site administration > Appearance > Ajax and Javascript or disable JavaScript in your browser.
      • Any course in Moodle that has the course format set to Topics.
      • Course administration > Course layout is set to "Show one section per page".

      Test Steps:
      1. Verify that the main course page lists a summary of sections.
      2. Visit each section and navigate between them with the next/previous links.
      3. Attempt to navigate to past the last sections and before the first section with the next/previous links.
      4. Verify that the navigation links work correctly to go to the correct section.
