A teacher can add an activity to a course when Javascript is disabled

This test requires Javascript to be disabled, either in the browser or in Site administration > Appearance > Ajax and JavaScript.

1. Log in as a teacher, go to a course and turn editing on.
2. Check that the 'Add an activity' and 'Add a resource' dropdown menus appear in each course section.
3. Select an activity from the dropdown menu and check that you are taken to the adding a new activity page.
4. Select a resource from the dropdown menu and check that you are taken to the adding a new resource page.
