Run PHPUnit tests on MySQL

Prerequisite:

1. Ensure environment checks is all ok (Site administration ► Server ► Environment)
2. Use the utf8mb4_bin collation on your database for unit tests
3. Default InnoDB table format should be Barracuda

Test to perform:

Run the PHP Unit tests on Moodle hosted on Apache with a MySQL database.
