An admin can restore a course back up with its settings retained

Test steps:
1. As an admin create a course with topics format,15 sections, one section per page
2. Add two different activites, eg URL and page
3. Hide topics 3 and 7
4. Back up the course.
5. Restore the course as a new course
6. Verify all the settings have been retained.
7. Now restore the course into an existing course, overriding the current content
8. Verify the settings have been retained.
