A teacher can provide feedback comments and files for an assignment

1. Log in as a teacher and create a new assignment with feedback comments and feedback files both set to yes.
2. Log in as a student and submit a file.
3. Log in as the teacher again and follow the 'View/grade all submissions' link.
4. Click the grade icon next to the student and add a grade and feedback comment and upload a feedback file.
5. Check that the 'Last modified (grade)' date is correctly displayed for the assignment just graded and the text in the status column has changed from 'Submitted for grading' to 'Graded' and that the feedback comment and file are both shown.
