CLONE - Rubrics can be shared as templates

1. Log in as a manager (or other user with moodle/grade:sharegradingforms capability) and create an assignment.
2. In the assignment settings set rubric as the grading method.
3. In Settings > Assignment administration > Advanced grading select 'Define new grading form from scratch'.
4. Define the grading form then click the button 'Save rubric and make it ready'.
5. Click the button 'Publish the form as a new template'.
6. Log out then log in as a teacher and create an assignment.
7. In the assignment settings set rubric as the grading method.
8. In Settings > Assignment administration > Advanced grading select 'Create new grading form from a template'.
9. Find the shared template created by the manager and click the 'Use this template' button.
10. Check that the rubric is listed as ready for use on the advanced grading page.
