CLONE - File picker can be used to upload a user profile picture.

Test Steps:
1. Edit user profile and verify that File manager is present with a 'Choose a file...' button and a drag and drop area for User picture.
2. Click 'Choose a file' and verify that File picker is displayed.
3. Select 'Upload a file', choose a file to upload and upload it.
4. Click 'Update profile' and verify that the picture is uploaded and displayed correctly by Moodle.
