An admin user can make available a student assignment submission statement

      1. Log in as a teacher to a course and create an assignment.
      2. Check that there is no assignment setting "Require that students accept the submission statement".
      3. Log in as admin, navigate to Settings > Site administration > Plugins > Activity modules > Assignment and add some text in the submission statement box, leaving the "Require that students accept the submission statement" as the default No.
      4. Log in again as a teacher to a course and create an assignment.
      5. Verify that in the assignment settings the teacher can see the setting "Require that students accept the submission statement".
      6. Log in again as admin and in Settings > Site administration > Plugins > Activity modules > Assignment, check the box "Require that students accept the submission statement".
      7. Log back in as the teacher and edit the assignment settings.
      8. Verify that the teacher no longer sees the "Require that students accept the submission statement" setting, as this should now be mandatory for all assignments site-wide.
