An admin can create a site Event monitoring rule and subscribe to it

      1) As admin, navigate to Site administration>Reports>Event monitoring rules.
      2) Click the 'Add a new rule' button and add the following:
      *Name - New courses
      *Select the plugin type - Core

      • Select an event -Course created
        *Choose your own description/frequency and template message and save.
        3) Navigate to My profile settings>Event monitoring and verify you see 'Rules you can subscribe to' with the rule you just created.
        4) From the course dropdown select 'Site' and from the 'Select' dropdown select 'All events'.
        5 )Verify you see the message 'Subscription successfully created'
