Sam made two new skins.

1) One which uses a new navigation element to replace the default wiki navbar. This needs to go on the English 2.x docs (http://docs.moodle.org/20/en/, http://docs.moodle.org/21/en/ http://docs.moodle.org/22/en/ etc ...) because those are the only ones currently providing the new navigation.

2) The other uses the standard wiki navibar - used for all the rest.
