Enable PHM script to be used in all courses

      Description

      Currently the PHM script (for calculating PHM group members based on forum posts rated as useful) is used in Using Moodle, Moodle en Español and Moodle en français. Once we have a useful scale in all courses (MDLSITE-1877) it would be great if the PHM script could also be used in all courses, together with the monthly email to course facilitators.

              I've done this now.

              The admin interface allows us to select for each course:
              1/ A language (used for front page display)
              2/ A scale used for generating the phm (and front page display)
              3/ A course group to populate phm's with
              5/ Users to send the phm email to.

              If the scale and group are set for a course, then this will just work (tm).

              Reopening, as this feature is not yet deployed on moodle.org, and perhaps should be deployed on the clone site first for testing?
