Add "Year" to dates in displays of comments in PLUGIN database to reduce the possibility of confusion

                moodle.org will need to be updated to the point release in which MDL-31636 was fixed in (2.4.2). I've added Matt here for that although i suspect we might go to 2.5 soon.
