Run behat tests on nightly server

      With the landing of MDL-37657, we now have behat tests which can be run automatically by the integration servers. From discussion with David, a few points:

      1. The behat tests can product junit output which will be interpreted by jenkins
      2. We are able to use saucelabs for our browser environment to run the tests on
      3. There is one jenkins plugin to manage the connection with saucelabs.

      It could be argued that this should be done by the nightly servers and I suppose I agree, but right now, the integration servers do a really good job of keeping us in line. We monitor the results well and respond to it, so I think that we would be in a good situation if we go ahead with this, at least in the short term.
