Prevent core trampling on existing plugins in contrib

    Description

      We recently (accidentally) trampled on an existing contributed theme (simple) by creating a new core theme with the same name. We all forgot to check if there was an existing theme in contrib.

      Suggestion is that we could add a check to ci that detects if a new plugin is added by a patch, and if so checks contrib to see if there is a clash.
