Cannot upload some attachments to the tracker

    Description

      Attempting to upload some files to the tracker results in;

      Cannot attach file MDL-40585_precheck_post_impl.mpr: Unknown server error (403).

      This is clicking the around the Attachments
      Then click Browse.
      Selecting the file.

      Error reported.

      This looks like a repeat of MDLSITE-2203 but for the tracker.
