According to Tim Hunt the only thing that the order of $THEME->layouts[$name]['regions'] is good is to determine where "fake blocks" go (in the first one).

Since it looks pretty cramped on our course right now (try http://learn.moodle.net/mod/quiz/view.php?id=11) can we try switching this array so that the Quiz Navigation block goes into the post region?

Please check responsivity carefully! I don't want to break anything.
