Steps to reproduce:

1. Load page http://download.moodle.org/langpack/2.8/
2. Observe that "Français - Canada" is appropriately indented and sorted under Français (parent) lang pack
3. Observe that "Filipino" is incorrectly sorted under "Suomi" lang pack, instead of under his real parent lang pack "Tagalog"
4. Observe that "Wolof" is incorrectly sorted under "Vietnamese" lang pack, instead of under his real parent lang pack "Français"

(There are other examples of this incorrect sorting: Kalaallisut, Norsk - nynorsk.)

This bug is present on every download lang pack pages (http://download.moodle.org/langpack/2.7/, http://download.moodle.org/langpack/2.6/, etc.).

It seems that the child lang packs are sorted alphabetically, using the code of the lang pack (e.g. fr_ca), implying that these codes are all of the same form, which appears not to be the case.
