Coding style contains some unnecessary Zend rules about array keys

      The first bit of https://docs.moodle.org/dev/index.php?title=Coding_style&diff=11622&oldid=11621 that says

      Negative numbers are not permitted as indices.

      An indexed array may start with any non-negative number, however all base indices besides 0 are discouraged.

      comes from http://framework.zend.com/manual/1.12/en/coding-standard.coding-style.html#coding-standard.coding-style.arrays.numerically-indexed

      I don't think that is relevant to Moodle. I think it would be better deleted.
