Add "Triage" screen in tracker

Create a screen in tracker that allows to edit the following fields:

• Summary
• Type
• Priority
• Affected versions
• Component/s
• Labels

This will allow quickly access all fields that are need to be validated and/or might be changed during triage.

Also add user group moodle-triage that will have access to this screen. Add capability to search users for this group. Some external to HQ people may only be added to the moodle-triage group without being jira-developers.

Please note that Fix version no longer needs to be filled during triage. I will only be adding it to the screen during code freeze when "Must-fix" version is created and in use.
