Add pre-check task to run shifter and modify post-integration task

Shifter takes 1 minute to run on master, but is currently run on all commits in the post-integration task. We should modify it to only run when dealing with shifted modules.

We should also look at making shifter run on individual affected modules in the pre-integration tasks. These will be much faster than walking the entire tree.
