Remove Windows web app gallery builds (was: "needs updating")

      As reported by germanvaleroelizondo:

      when I was looking at the page at https://download.moodle.org/windows/ ,
      at the bottom of the page there is a message and link "Alternatively, you can
      download the last stable release of Moodle direct from Microsoft:"

      But it downloads Moodle 2.7 only, not the latest stable release
