    Description

      To reproduce:

      1. Log in as test student or guest
      2. Go to https://next.moodle.org/course/view.php?id=5
      3. Check the administration block

      It includes a 'Legacy course files' link which displays an error message if you follow it.

      'Sorry, but you do not currently have permissions to do that (Manage files)'
