more obvious links to the release noted on download page.

The various download options on https://download.moodle.org/releases/latest/ does (sort of) have a link hidden behind "Requires" but I doubt anybody notices it. 

In the forums we tell people a lot to "read the release notes". It would be helpful if there was a much clearer link.  Even better if the reference states that's where one finds the various requirements.
