Incorrect locales set for certain language packs

Following on from MDL-62728, we need to make sure that all language packs have the correct locale string in core_langconfig. If not, dates or numbers in the language may not be displayed correctly on the user's site.

Currently, the following languages do not have the correct locale string, as reported on our Moodle community sites (with Linux servers).

Cymraeg ‎(cy)‎
Filipino ‎(fil)‎
Kurmanji ‎(kmr)‎
Latin ‎(la)‎
Norsk ‎(no_gr)‎
Taqbaylit ‎(kab)‎
Башҡорт теле ‎(ba)‎
Монгол ‎(mn)‎
ئۇيغۇرچە ‎(ug_ug)‎
پښتو ‎(ps)‎
ⵜⴰⵎⴰⵣⵉⵖⵜ ‎(zgh)‎
ગુજરાતી ‎(gu)‎

Please see attached locales.txt for a list of locales available on our community Linux servers. A locale should be chosen from this list for each of the above languages.
