We'd like to keep the content the community has uploaded to moodle.net but NOT just automatically import it into the new MoodleNet. 

As a result, we need to plan for a new subdomain (e.g. archive.moodle.net)

Steps:

1. Disallow any new content to appear on moodle.net from August 2019
2. Create archive.moodle.net, transfer content, and make it read-only
3. Take down existing moodle.net and redirect people towards archive.moodle.net
