With MDL-66532 we are moving from the "older" shrinkwrap.json to package-lock.json.

We need to check all the tests in local_ci using the old file and move to use the new one.

Shouldn't be hard

Finally we have decided to keep everything working with shrinkwrap.json, so the PR below just guarantees that both are properly excluded (just in case some day we move)
