Codechecker behaviour to review MOODLE_INTERNAL requirement

In MDLSITE-5967, it has been decided not to require the MOODLE_INTERNAL in files without side-effects (i.e. single class definitions, interfaces or traits).

So the warning about missing MOODLE_INTERNAL check in these files should be reviewed in the codechecker.
