Bring moodle-plugin-ci into the fold

I have raised this in a few places now, but I have also been asked by several members of the community to prioritise this.

Ideally this would involve Blackboard transferring the repository to us, which would allow existing repository users to more easily update, and maintain history of issues and pull requests properly.
