      Description

      Right now we aren't using docker healthchecks in a consistent way, both in moodle-docker and moodle-ci-runner.

      We have some scripts doing that "manually" or some harcoded pauses too.

      This is issue is about to try to provide the needed healthchecks to be able to warm up any dockered infrastructure (compose or no) in a safe way.

      For example (this is the sort of stuff we need to kill), we just had to add back this harcoded pause, because under load, SQL*Server was not up in time:
