It was raised by community developers who help with plugins directory approval reviews that they do not have access to the defined canned response with plugin evaluation checklist.

The canned response is defined at https://tracker.moodle.org/secure/manage-project-templates.jspa?projectKey=CONTRIB and it says there:

The template is available to every Canned Responses user, in issues from selected project.

I suspect we need to review and fix this role/group so that everybody who is able to assign CONTRIB issues to themselves, is also considered a Canned Responses user.
