Unable to register new Moodle plugin in the plugin directory

I try to register new atto plugin and I always get error messages, I spent more the 3 hours to try fixing this issues, but I don't understand what get wrong. I load the file from github repo and the form fill automaticly excludeing the supported version. I add it in the version.php but it's not working.
