Verify testers VM supports PostgreSQL 10 and has php-exif installed

      This is one of the points to check after bumping requirements for Moodle 4.0 and up (MDL-70594).

      These requirements were changes for that version:

      • PostgreSQL 10 and up is required.
      • The exif extension is recommended (better having it installed)
