More and more integrations with Moodle are happening via LTI to detriment of plugins due to its reusability.
While currently there is moodle.org/plugins, there is no place for LTI integrations. Admittedly, the connection is lighter, but their goal is essentially adding functionality to Moodle and we would like to have them listed in a similar way as Instructure (Canvas) does in eduappcenter.com.
The review process, information fields and upload procedures would obviously need a different approach for an LTI integration, but it is worth keeping LTI integrations and plugins fairly close by in the user interface as to simplify information for the user and improve their search capabilities.
Cheers!
