Ensure that all the community sites are ready for the new Moodle 4.2 requirements

      In MDL-74905 the new requirements for Moodle 4.2 have been agreed and, soon, will take effect.

      This will affect to all the Moodle community sites that are using 4.2dev. And also requires to check other sites, using older versions, to be ready the day they are upgraded to 4.2.

      This issue is about to ensure that all them fulfil the requirements (or will stop working if already using the dev version).
