In MDL-83470, the new requirements for Moodle 5.0 have been agreed upon and will soon take effect.

This will affect all the Moodle community sites using 5.0dev. It also requires checking other sites using older versions to ensure they are ready for the day they are upgraded to 5.0.

This issue is about ensuring the sites all fulfil the requirements and avoiding potential breakages if they are already running on the dev version.
