Move contents of Translation site home page into a block

      As reported by sushumna rao in the post Re: New language pack maintainers wanted, the User Manual link in the Quick links block needs updating.

      As David Mudrak mentions in a comment in MDLSITE-7103, the Quick links block is hard-coded in AMOS.

      To enable a site admin to change the contents of any of the 3 blocks, 'AMOS translation toolkit', Contribute and 'Quick links' let's remove them from AMOS and instead use a standard text block.
