    Description

      Upload files directly to the user's private file area is going to be deprecated in Moodle 3.0 (see MDL-50219), we need to upload files to the draft area and then move to the user private files area using an existing external function.

      EDIT: We need to verify that userquota errors work fine with the new approach.
