Handle config 'downloadfiles' in Addons and $mmFilepool

      1. Disable download files on a Moodle site.
      2. Try to add that site on the app (new site) and check that you can't.
      3. Enable the downloads and check that now you can access it in the app.
      4. Disable it again, re-start the app and check that the app shows an error message and sends you back to sites list. Check that you cannot re-login in that site.
      5. Enable downloads again and check that you can login again.

      Currently we might trigger lots of exceptions if the site downloads were disabled because many plugins, or directives rely on plugin files.

      We should disable the plugins, or directives, etc... that rely on downloading the content.

      I have not checked how MM1 handles that, I have just noticed in Moodle Web/webservice/pluginfile.php that file download must be enabled.
