You should test using a teacher account, since teachers are usually the only ones able to add notes
Open one user profile via the messages plugin, you shouldn't be able to see the add note button in the user profile
In Moodle 2.9 disable "Notes" in the advanced features, in the app you shouldn't see the add note
You should see only the add note button when you open the user profile via the course participants or in a context with course (like the forum plugin)
Add course/site and personal notes to one user. In the Moodle web interface as a different teacher or admin user you should see the course and site notes, but no the personal notes. With the same user you used for adding the notes you should see also the user notes
Try to add a note without text, you should see a form validation error
You shouldn't be able to add notes to yourself
As a student, try to add a note to a different student. You will get a no permissions error for adding notes.
