Allow mm-files and filepool to check outdated using timemodified

      1. Go to my files and download a file. Check that the download icon is not shown.
      2. Go to Moodle and update that file (change its license or something).
      3. Use pull to refresh in the app and check that now the refresh button is shown.

      In "My Files" the files returned don't have a revision number, the only way to check if they have changed is by comparing the timemodified. Right now the refresh button is always shown because we're not able to tell if the file has changed.
