Offline mode if downloadfiles is disable on a site already stored

      1. Disable downloadfiles in a Moodle site.
      2. Check that you can access your site.
      3. Check that a warning is shown in My Files. Also, check that no download icons are shown in My Files and that trying to open a file shows an error message. The same should happen with assignment/forum attachments and with files inside a mod_folder.
      4. Check that File, IMSCP, Page and Book addons are disabled.

      Talking to Fred we thought that, when we update a site info and we detect that the downloadfiles is disabled, maybe we should force an offline mode and let the user use the app (something like the force offline mode setting in MM1). Right now we logout the user if we detect that downloadfiles is disabled.
