Add support to the external-tool activity

      Using the new WS in MDL-51615 (mod_lti_get_launch_data) we can now launch external activities.

      In the testing instructions there is a PHP script that launches a external tool using this WS.

      We should support external tools in the app but instead launching them inside an iframe (like Moodle does) we need to launch them in a new external browser window.
