Quiz: Allow teachers reviewing other user attempts (implement an attempts review page)

      Using the capture links feature it's possible that a teacher reviews another user attempt.

      It is also possible from the "Grade Analysis" link in the action menu of the grades tab in a course, but that menu has been hidden in the app.
