Support quiz prefetch

      1. Mark some quizzes to be available in offline (not all of them).
      2. Check that only the quizzes available in offline show the download icon. If a quiz isn't opened yet or it's closed it shouldn't show the download icon either.
      3. Check that clicking the download icon performs all the required WS calls.
      4. In Moodle web, create a new attempt or modify an existing one. Check that a refresh icon is shown in the app.

      In MOOTIEUK16 we talked about supporting quiz prefetch. This will prefetch all the WS data required to be able to start/continue an attempt in offline. This means that we'll have to create a new empty attempt if needed.
