Remove "Enable download sections" setting

      1. Enter into a course
      2. Check download section is not available
      3. Open context menu in section list and Enable Download sections
      4. Check the section status is calculated and all works.
      5. Go to another course
      6. Check that section status is calculated and all works (since you have enabled earlier).
      7. Disable Download sections
      8. Check download section is not available in any course again.
