Load first discussion instead of new discussion when accessing a forum in tablet

      1. In Moodle as admin or teacher, create 3 forums:
        • Forum where students cannot post (like News forum).
        • Forum where students can post and there are discussions.
        • Forum where students can post but there are no discussions yet.
      2. In a tablet device, open the forums and check that:
        • In the first two forums, the first discussion is loaded.
        • In the empty forum, the add new discussion view is loaded.

      Description

      Right now if the user can create discussions and opens a forum in tablet, he'll see the add discussion view. We should show the first discussion instead.
