Support the "pinned" flag when adding a discussion

      1. Create a standard forum in the prototype 3.3 site
      2. Login in the app as a student, go to the forum and click to add a discussion. Check that you do NOT see the option to pin the discussion. Check that you see the option to add attachments.
      3. Now login as a teacher and go to add a discussion too. Check that you see the option to pin the discussion and the option to add attachments. Check that you can create pinned and not pinned discussions.
      4. In web, login as admin and remove the capability mod/forum:createattachment for students: Site Administration > Users > Define Roles > Gear button next to Student. You should __ leave the setting as it was after this test.
      5. Back in the app, login as a student again and perform a PTR in the view to add a new discussion. Check that you no longer see the option to add attachments.
      6. Now create a standard forum in a Moodle 3.1.
      7. In the app, check that you don't see the pin option as teacher in this site. Check that you can add attachments as student and as teacher.
